It does, and that's one of the things that has puzzled me. The file IS in
the admin home directory.

Why is there a .forward file in /var/spool/mail? I may be barking up the
wrong tree here, but it strikes me that this file should go in admin's home
directory. (Admin should of course view the file before copying it to make
sure that someone isn't trying to get a copy of admin's mail...)
I thought /var/spool/mail only contained the mailboxes...
