Can you double-check the units here? Your DSL 110 will be Kbps (kilobits per second). However, most FTP clients report transfer speeds in KBps (note the uppercase "B", for kilo*bytes* per second). 1 KB is about 8 KB, so 14.5 KBps = 116 Kbps.

You might find that everything is just fine.
