No idea on the problem you are having but I have
servers running Plesk and Microsoft FrontPage
is very stable, and all the security options work
properly. Same OS (Redhat) same httpd (apache)
Same FrontPage extensions. So whats the difference?

I have a Frontpage issue.
I cant get Frontpage component's to work on my Raq4. I am getting a
Frontpage error. It says to check the server's logs for details, but I don't
see anything in there. The only thing I am seeing is in the fp_exec log
there are references to author.exe and shtml.exe.
I have tried remove the sites and re-entering them, creating whole new sites
and a few other things. Nothing seems to work.
Does any one have any clue? I think that it is nice that these systems allow
Frontpage, but Microsoft's implementation for Unix based systems doesn't
seem stable.
Any help would be great!!!
