Jack,
When I installed the .pkg files on my RaQ3, I could not do a direct ftp install... I had to download the files and then upload them to the server from my local machine.. Did this via the GUI and they all installed quite nicely...
I'm thinking you did not get the file completely downloaded/uploaded. Did you do the initial install from the GUI?
I'm not sure but I think the cobalt .pkg files are designed to be run from there...
