I believe your problem is how you are attempting to open the FrontPage enabled site. Almost all of my clients use FrontPage with a RAQ4i without any problems.
1) Open FrontPage
2) Choose "File", "Open Web"
3) The "Look In" box is typically set to "Web Folders" (this isn't critical though). In the "Folder Name" box at the bottom of the window enter the complete site address. http://www.yourdomain.com
4) You will be prompted for a username and password. You set this up in the GUI when you enabled FrontPage extensions. The username is webmaster and the password is whatever you chose.
FrontPage does not use the standard FTP protocol to connect to your server but instead actually connects over port 80. That is why you are unable to connect using the FTP settings. You did mention that the domain isn't active in DNS yet. You can connect to the main site via the IP address http://216.000.0.0 or whatever you IP is. You won't be able to get to your virtual sites via FrontPage until the DNS settings are completed.
