Yes - strange as it may seem, in most countries (excl Texas et al) it IS
illegal to carry a gun. And if we continue with the analogy, in the UK
there is an offence of "Going equipped to burgle" - You get sent to prison
for it. Portscanners may have some redeeming features,  but their main
purpose is to assist with burglary.

Approaching this from the Ghenghis Khan school of diplomacy, I'd make it
illegal to even have a copy of portscanner ;-)
