Perhaps you have several interfaces on that Windows box, which one program
uses one (the one that can reach the RaQ) and the other prog uses the
second?
try, with the regular telnet, to telnet to some regular host on the net
(i.e. funky.ultrashell.net) - and see if you succeed.
if yes, then i'm right regarding the theory. if i'm not, your telnet
client simply sucks (microsoft's fault)

"several interfaces" means like a MODEM dialup and a LAN via a network
card, both active on the same machine on the same time.
