Perhaps he's referring to the "Secure Ping" posted to Bugtraq in June of
'98?  http://www.shmoo.com/mail/bugtraq/jun98/msg00054.html

I happened to save a copy of that code, which is good because I can't
find it using the "latest version" link from that archived posting.

However, I did find another version (1.2 released 9 January 2001) at
http://users.rendrag.net/~tim/software/sping.php3   This version
purports to have been tested on both the 2.2 and 2.4 kernels, but I
don't know anything about the author(s) as they haven't posted this to
Bugtraq.
