no, site quota is the limit for everything, users+logs+etc

If the user has the same quota as the site, he can potentially use up all
the sites quota, but he will probably hit the site quota first due to
space used by logs....(it's whatever one you run into first)
Usually, the site admin's space is used by the pages on the main site, tho
this is sometimes complicated ...(frontpage)
Also if you put pages in a site that are owned by 'admin' you can get
somewhat strange results trying to calculate space used, as they apply to
site quota , but aren't taken from any site-users quota...
Remember if the user gets email he needs enough free quota to duplicate
his email while downloading it...
