cgi.exe certainly does sound strange for a Linux server :).  I guess this is
a
really stupid question, but this isn't a Windows NT binary you're trying to
run on a Cobalt RAQ is it?  I mean, this is actually an ascii perl script
that
you chose to rename cgi.exe as a joke, right?
