Generically, this means you're running the Cobalt Operating System #4.
(Their 4th release.)
And you've got the 3rd update to that operating system installed.

It's like running Win95, and installing the Pack1 updates.
Cobalt OS Release 4 is the operating system, RaQ2 (machine version) - en
(english) - Update (update, patch, security fix) - OS (an update to the
operating system itself) - Release 3.0 (the third update/patch/security fix
released).

That's also where you'll find all of the updates that have come after the
one you have installed. When installing, you should do them in the order
that they were released. (Meaning go from the bottom of the page to the
top.)
