Yeah, do "mailq" first, and depending on what you see there, it may be
necessary to flush the mail queue.
The complete method of flushing a jammed up mail queue can be seen in
the sendmail documentation here:

I've heard it said that this method is "clunky" or "unwieldy" (and other
adjectives too IIRC) but the fact is
that:
a) it's the "official sendmail method"
b) your mileage will *not* vary 'cos it actually works as advertised.
I've done it, and believe me, I am *no* sendmail guru
