I don't have a RaQ so I can't comment on your particular case.
I do look after a number of Qubes and DON'T use the built-in backup utility.
I couldn't get it to do what I wanted on day one so I found an alternative
solution.
As you have found a backup is pointless unless you can do a restore. It is
wise to verify that you can do a restore before you need to. The worst case
scenario is to be doing a restore for the first time when you REALLY need it
to work and find that it doesn't.
I really feel for your situation because I had a client who was recently
affected by a fire ... basically his building was burnt down. I set up his
backup strategy and had tested the restore process, but he kept his backups
on site. :-(
