I'd say that momentarily, your server's connection is dropping. This only
happens to me when for one reason or another, the server's IP or URL is
unreachable. So when this happens, ping your machine and do a traceroute
immediately to see if the server's connection has gone down.

This is completely correct. It's a limitation of Apache, not the Cobalt. 32
sites per admin.
If you'd like something different you can try a Windows server and open
yourself up to all kinds of attacks, viruses, back-office holes...
You don't have to use a different site administrator for *each* site. You
can assign administrators to groups of sites. Do a search in the archives
for this information, Diana wrote a fantastic how-to on it.
