Hi not to sure on the RAQ 4 but on a 3 you would have to install POP before 
smtp

Also I have notice even with that clients using MS outlook ( older 
versions) that outlook allows them to send before receiving . They receive 
fine and you find it in the logs but they have the mail program disconnect 
they connect again and get the same problem as they get a new IP.

The only solution I have found is find out their isp and get them to set 
there outgoing mail to there ISP's smtp server most will allow relaying as 
there client is authenticated through the dial up.
