He can give them 30 MB, the site has a limit of 30 MB, and the total quota for
the site is 30 MB, they will not be able to use more than that! If one user (say
the first one to upload) uploads 30 MB (actually will be less) of files, the
site is maxed out! all of the other users will be able to upload ZILCH!
