This may be off-base, but... it might not have anything to do with DNS or your
RAQ. I have this exact same problem when I'm on our LAN and then disconnect and
dial-out. I can't reach anything inside when I'm dialed out. Apparently my
PC's routing table still tries to use the ethernet interface for local hosts,
which of course is no longer connected. If I disabled that interface then I
have no problems getting in. Try disabling the cable modem and/or ethernet
before you dial-up.
If you're talking about someone dialing in from outside who's never connected
locally then this doesn't apply, sorry.
