libnet is a bundle, i'm not sure who maintains it, but it's
likely out of date vs. installing the individual components.
i.e. (i'm reasonably sure that) every now and then someone
bundles up many individually maintained perl modules and
makes them available as one downloadable "libnet" bundle.

this to me looks like piece of the java run-time, "jre1.2",
rather than a piece of perl.
