"warn/ban users"???? Whoa, wait a minute! I don't care for the underlying
concept. What is "noise" to one is "normal list traffic" and subject to a
plonk or simply liberal use of the delete key by others.

Understood, and respected accordingly, even if in this case my view is
markedly different from yours, (which IMHO is healthy)
I'm glad you bring this up in the way you did (with the footnote above)
Question:
What happens if an "administrator" (or moderator) decides to kill this
thread, your opinion, and the time you used to compose a reasoned and
thoughtful response??? (BTW, your response WAS "reasoned and thoughtful")
Answer:
*You* and your opinion just got killed by someone who is in a
position of deciding what is reasonable, on-topic, in-context, and
"suitable for inclusion in the list traffic"
Outcome:
*Your* opinion on an issue disappeared into the void. Never to be seen,
argued or opined upon by another human being."ZAP!" [gone]
Conclusion:
While I am not in agreement with the position you stated, I defend to the
last breath of life your absolute right to say it, AND BE HEARD!!
Otherwise, am I replying to a ghost? do you exist?
After all, under those circumstances, I can't even read what you write,
let alone understand who you are, or what you think.
All of three of those things are important to me.
Epilogue:
I have a plonk file, there are some people from this list who are in it.
Procmail is a powerful tool. Procmail allows me to enjoy and treasure the
great list traffic, and dump into a review file traffic from the
questionable posters for occasional perusal to evaluate if their tone has
changed or not. I don't even /dev/null my plonks, I reserve the right to
review 'em on a slow night periodically, to make sure I am being fair to
myself and to them too!! Then I delete judiciously where necessary.
However Paul, as you wisely observed, and I heartily echo, this is:
