Does this list have a list administrator?
If not, I think having a list admin (not moderator) would be the best way to
restructure this list.
I belong to several lists where there is an administrator. The administrator
does not moderate the list, but keeps an eye on the threads going on. The
admin can then order a thread killed, and warn/ban users if matters continue
to get out of hand. This is I beleive the best compromise. The list admin is
spared having to read and approve every single post to the list, like a
moderator, and the list is spared from chaos like so many uncontrolled
lists.
