run top to see what is using the CPU, my bet it that it is qpopper
which is a cpu hog.

We have a Cobalt RaQ2.
Active Monitor shows a "Severe Problem" for CPU ?
"Over the past fifteen minutes, the CPU has been heavily loaded [ load
average 6.11 ]"

The CPU in the Cobalt server is overloaded; it is attempting to do too
many things at the same time. An amber light means that there are 3
times as many tasks waiting to be executed as are actually running, and
a red light means that there are 6 times as many. Consider moving some
of the services to other Cobalt servers, or reduce the complexity of the
CGI scripts running on the Cobalt server itself.

What can be reason ?
