If you write something like this:

afjlkajsdlfjdfk

in your .htaccess file - does it then give you an error?

If not, then you should probably look at the AllowOverride directive in the
Apache configuration. Do you run a RaQ4? (and if so, have you installed the
Cobalt htaccess fix?)

Instead of having this much trouble doing a htacess file, why not simply
edit your php.ini file to suit your need?
