Here's what we do: We create a siteadmin account strictly for site
administration and for catchall email, which is forwarded to a real
user. The siteadmin account has the quote we want for the website.
Each user gets his/her own quota just for email (and personal webpages
if you allow that).
For example, if we're selling a 25megabyte site with 5 5megabyte
mailboxes, we set the site quota for 50 megs, the site admin quota to 25
megs, and each mailbox user to 5 megs.
