One consideration is that if Cobalt targeted the RAQ towards folks who
either didn't know about "standard" boxes in order to create a market for
folks who wanted in without having to be a guru, the system and control
panel would be tame(or crippled, depending on your viewpoint).

I suspect that the design goal was to create a system that could be
"safely" administered, rather than one that had all the knobs, bells and
lights available.

One could view the Cobalt implimentation and Control Panel as an
opportunity to learn...and when knowledgeable and comfortable, a platform
to either change or abandon, based on ones own level of comfort.
