Adam,
You actually don't have to create a cgi-bin. You can run cgi scripts from
anywhere in the Web directory.
(On a RaQ4, at least - I believe so with the other models.)
What permissions are you giving the folder? Could be you're setting them too
low. Also make sure that you've enabled CGI for that site when you set the
site up.
