[cobalt-users] permissions denied 550 error

I'm new to Cobalt so bare with me here.....

I'm adding a new domain site to the server, with IP address,
username/password for permissions, etc.   But then when going into FTP,
creating the cgi-bin giving it permissions I can't access it.....gives
me the Error 550.

What am I doing wrong?
The other 4 or 5 domains that on online are there and working
fine......I must of just forgot a step somewhere.
