You don't, if you set the machine up to allow this you are gonna have much
more interesting problems this you have already...upload as admin and
telnet in as root and move the file, it's safer anyhow, uploading system
files while the machine is running can be disasterous if the amchine is
actully using the files and the uplaod bombs anyhow, it's just good
practice not to do it...

Have you hit the 32 site limit for admin ? 
Who are the directory's owned by after you create the site?
