True, ORBS is an active service which continually scans CIDR blocks. It is
an agressive scan also, and re-scans even CIDR's that have previously
"passed" their scrutiny. Typical folks who run afowl of them are smaller
ISP's, mom-n-pop services, etc. who are less likely to be sophisticated
about blocking open relays or configuring their mail services.
