You can't.
You can, however, telnet in as admin, switch to a root login, and do what
you need to do from there. If you want to update stuff via telnet, as I do -
so I can keep local copies for reference on my own machine - chown the file
to admin, upload through telnet, then chown the file back to root.

I have no idea why it's doing this, but just some questions:
How often do you reboot your machine? (or just restart ftpd services)
Is this happening on the same day every month?
Have you checked the logs after a crash to see if there are any strange
messages that could give you some clues?

On my RaQ4i, the *only* directory it will chown to the site's admin is that
user's folder itself (and the Web folder underneath of it):
/home/sites/siteX/users/site_admin_folder. Certs and Logs are owned as root,
Web and Users are owned as nobody. Normal stuff, nothing strange going on
there.
So do you mean that you want Web to be owned by the site admin, or do you
mean that once you upload some new files or make new sub-directories inside
of Web, it doesn't chown them as the siteadmin?
