I would suggest by setting the user up in the user table of mySql database
as per usual then
1. Allow them to run a mysql admin script in their own cgi-bin
2. or create a server-wide access to the script.
A copy of a good mySql web based admin script can be found here ..

The script is called mysqlman and allows users to create databases , sqldump
etc etc ...
