I had a similar thought about a month ago. 
This is when I learned that Cobalt DOES use the Postgresql Server.
The version they use is 6.5.3 .

After I installed the 7.0.x (upgrade didn't work for me, so I
uninstalled/reinstalled).
I realized that import limitation was overcome, and therefore
successful.
However, I cant list my virtual sites.
I can still add them. but once theyve been added, I cant delete or
modify.

the database name in Postgresql is "cobalt" (without quotes) and runs on
port 5583. 
If you are going to try upgrading, I would suggest that you BACK IT UP
FIRST.

I tried to reinstate my database structure by using the structure from
my raq4
on my RAQ3. This didn't work. I suspect the structures are slightly
different. 
If you(or anyone else) has a raq3, and could mail me the structure
off-list, I would
be grateful.  

the structure can be obtained with:

bash$>	pg_dump -d localhost -p 5583 -s cobalt > ~/cobalt.struct.sql
