As adding a 'user' via the Cobalt interface adds a user in Linux security,
each user name *must* be unique.
The solution is to create user names like domainadmin or site1_admin etc,
using some sort of naming convention, and then create an email alias for
each user for webmaster. This enables every virtual site to have a user with
an email address of webmaster. The only time they would need their actual
user name is for FTP access or possibly Telnet (although I am sure you don't
want to give them that :)
