Before you do anything else, get your reverse DNS set; here's what I get
when I try to look it up:
[admin@joshua conf]$ nslookup 38.197.104.5
Server: joshua.ez-access.com
Address: 216.116.124.170
*** joshua.ez-access.com can't find 38.197.104.5: Non-existent
host/domain
[admin@joshua conf]$
Make sure it works by testing it; most hosting providers do NOT delegate
reverse DNS to their customers; you may need your provider to set it up
for you.
However, that's not your only problem; here's the last few lines of a
traceroute:
11 154.13.2.65 (154.13.2.65) 111.101 ms 205.792 ms 146.387 ms
12 rc7.ce.us.psi.net (38.1.22.199) 170.614 ms 148.567 ms 121.465
ms
13 dallas.tx.central.us.psi.net (38.1.42.215) 133.465 ms 145.591
ms 156.012 ms
14 38.2.199.80 (38.2.199.80) 155.569 ms 214.211 ms 190.185 ms

It looks like either your system or a router between the 'net and your
system, isn't working.
