Hi Paul,
In past I suffer same problem, I think this is because yours
1000mb be the total amount capacity of virtual site and
every user have private amount for web + e-mail, when the
sum of all users outrange the total capacity (yours 1000mb)
then emerge this limit in web or e-mail. Perhaps. I'am not
sure but is a logical deduction.
