[cobalt-users] User Limits even on Root Site

I am uploading files to the main site of a virual site (not to the 
web folder for the user).  I'm logging in as the Site Administrator. 
But the LIMITER is limiting the uploads to the 20mb capacity I gave 
myself as a user.  But the virtual site has a 1000mb capacity 
setting.  I have now changed the user to the full 1000mb and its now 
accepting the upload.

Can anyone tell me why this is so?
