Are you positive that you have been delegated authority for reverse DNS
lookups? Most providers don't delegate reverse DNS to customers (I hear its
a real pain in the butt to do).
Just because you do forward DNS and you have PTR records set up doesnt mean
you actually resolve the reverse lookups. Your upstream provider would have
to delegate this authority to you.
The other thing you might want to check is the inet deamon. Servers like FTP
and Telnet aren't always running waiting for connections from clients.
Instead, the inet.d waits for connections on these ports and then starts up
an FTP or telnet process to handle the connection. Thus, you may have some
odd setting that is screwing up the start of the FTP process.
