Have you used the same mail box with an IMAP client?
IMAP will create this message to store server based info. A POP3 client
doesn't know about it so it just downloads it. If it is missing, IMAP will
recreate it.
Expect to get it regularly if you swap between POP3 and IMAP when accessing
the one mailbox.
