Hi Bill,
Web-based email programs like Postoffice use this file to keep track of
data relating to your folders, etc. when you're using the web-based
interface to get your email. If you use a POP3 client program to
download the contents of your email box, you'll have downloaded, and in
most cases deleted, these folders. The default configuration of your
web-based account will be rebuilt automatically, so if there were no
messages in folders in your Web-based email account, don't worry about
it. :-)
