There is an apache mod that will help with these
mod_speling. http://www.apache.org/docs/mod/mod_speling.html
It may already be on your RaQ3. You need to enable it for the site. The
other solution is to run a link checker on the site and fix the broken
links. I like xenu's link sleuth.

A link checker is a good idea regardless of the case sensitivity problems.
