If you search the archives for hdparm, there is 1 thread asking the
same question for the RAQ2 and another thread answering those
questions for a Qube2. I don't know if it does apply to the RAQ3,
however, on the Qube2 thread, CS did make pretty extensive tests on
all the parameters available with hdparm. Maybe you can find some
ideas/answers.

About optimizing, I guess one of the problem when manufacturing such
products is that all RAQ3 probably don't ship with the same drives... so
optimizing is more likely to be "finding a set of parameters that will
suit whatever drive we get today". (tell me I'm wrong !)
