I've experienced the same, in particular with users connection from within
local networks. Even when entering their unique IPs the problem was still
there. For me, the problem eventuelly led to installing POP-before-relay
software on my raq's, which works fine. Why don't you consider this? There
would also be less maintenance associated with entering all the hosts that
are allowed to relay.
