I experienced the same trouble.
I had a raq3 with 32Mb Ram.
It started sending me some "CPU heavily loaded message" and in few days the
Raq was off.
It's hard to tell, but my solution was to change raq.
If you can still access your server backup your data and set it up to a new
raq (It was fine with me I had only a dozed of little sites).
Anyway I think the better solution would be to stop that traffic, so you can
easily manage the raq and move to a bigger one.
