Just my opinion, but I believe PHP would be your best bet. Coupled
with a MySQL database, it should be easy enough, as well as
efficient.
The only caveat is that the Excel file will have to be synced with
the MySQL database manually, so changes made to the Excel file
won't reflect immediately on the live content. You can circunvent
this problem, but that will involve ODBC drivers for the Qube, and
that will be quite troublesome...
