The NFIC was originally established in 1992 by the National Consumers
League, the oldest nonprofit consumer organization in the United States, to
fight the growing menace of telemarketing fraud by improving prevention and
enforcement...
In 1996, the Internet Fraud Watch was created, enabling the NFIC to offer
consumers advice about promotions in cyberspace and route reports of
suspected online and Internet fraud to the appropriate government agencies.
The NFIC accepts reports about attempts to defraud consumers on the
telephone or the Internet.
Internet fraud can include promotions found on websites, in chat rooms,
newsgroups and bulletin boards, as well as via e-mail.
It would seem this also answers the question "What can you get for $20?"
