Assume you have at least two IP addresses, then tell Network Solutions or
your registrar that:

ns1.victorstorm.com         111.111.111.111
ns2.victorstorm.com         111.111.111.112

This is something *they* do... not you.

Then, you just make sure that your machine answers to both of those IP's and
runs the DNS service. You don't need two copies of the service or anything
weird. By doing this, all you're doing is giving up the redundancy you
should have and using one nameserver where you really should use two.

Can you get your ISP (or someone else) to provide secondary DNS for you?
That way you'd be better off...
