What telnet command are you using? From habit, I use "init 6"
which means "switch to runlevel 6" (which is the shutdown scripts).
I *think* that all shutdown methods boil down to this same thing.
(But I'm not sure).
Conceivably, the permissions on the files could no longer be
executable, in which case you'd get this sort of effect.
