I had the same problem even after the new proftpd update from
Cobalt.. If you edit your proftpd.conf found in /etc/ and use the
below example <Global> Statement, you will be all fixed..
Be sure to delete the statement near the top that says :
TimesGMT off
then use this:
# Restore file permissions capability to site administrator
<Global>
AllowChmod on
TimesGMT off
</Global>
