On a RaQ3 or above you can edit your SOA record to show the proper
nameservers. I don't think you can do it on a RaQ2 or below. Australia
is one of the countries that checks. Many don't.
We currently host secondary DNS for several Australian companies, but I
don't think any of them are using Cobalt RaQ2s or below. If they are,
hopefully one of them will reply and let you know how they got their
delegations pointed to us.
We do both primary and secondary DNS hosting for a lot of companies, we
find that RaQ2s and below do not implement DNS well, nor do they
document it well.
