You may run the command as
makemap hash /etc/virtusertable < /etc/virtusertable
and there won't be any problem.
Supporting evidence for RAQ3, look in to Cobalt's perl module
/usr/lib/perl5/site_perl/5.005/Cobalt/Email.pm
line 74 reads as
system("$MakeMap_cmd hash $map < $map >>/dev/null 2>&1")
where $MakeMap_cmd = makemap and $map = /etc/virtusertable
