A couple of random thoughts;
Perhaps a little specificity under a section regarding off-topic:

OFF-TOPIC

The following specific topics are better covered in other lists:
* technical issues pertaining to a specific platform, such as Linux
* issues pertaining to the Apache web server not directly related to the
Cobalt implementation of Apache. See http://www.apache.org/
* Binaries of any sort are inappropriate
* Any advertising or other spam.

A list of URLs for various resources would be a helpful item, especially
those like www.cgi-resources.com that are often posted to the list.
